Belingon said an alternative line from Dalicno to Baguio has long been existent since 2005 but the NGCP declined their proposal to energize the line to be ready for emergency situations.
Because of the tripping of the totalizers, NGCP allowed Beneco to finally energize the line.
He said NGCP informed Beneco it cannot repair the totalizers within the next five days.
He said engineers are currently creating an entire connection line towards the affected areas.
Belingon said Beneco was supposed to start the connections on Tuesday but the landowner beside the Dalicno substation did not allow them to construct three posts.
He said that because of the owner's disapproval, Beneco opted to construct the posts beside the Ampucao-Philex substation.
Beneco will also get power from the substation to energized affected areas.
Belingon said residents from the affected areas like Country Club Village, Happy Hallow, parts of La Trinidad, and 80 percent of Itogon town will likely to be energized by Tuesday night or Wednesday.
Belingon said consumers are not the only one who are affected by the brown out, but the company itself.
He said the affected areas have about 12,000 consumers, including big establishments like Camp John Hay, Country Club and the Philippine Military Academy.
Belingon said CJH pays almost P500,000 a month, while PMA pays P300,000 a month.
A big reduction is their bottom line for last month.
The NGCP totalizers 1 and 2 started tripping at 11:55 a.m. of October 31. The lines were energized at 1:06 the same day. However, it tripped again at about 1:25 p.m. the same day.
Affected areas had no electricity the last three days.
