He said "the hiring of an external or private auditor will yield to an impartial result as well as to remove doubts about the authenticity of the accounting on finances of the City Government."
The proposed audit will show the actual condition of the financial expenditures of the city on garbage.
Farinas said: "The result of the audit could be a subject of a comparative study concerning expenditures of other Local Government Units relative to solid waste management, which could enhance the city's budgeting agenda on the same as supported by the appropriate legislative action."
The proposed resolution will still have to go through the council before the city can act on hiring a private auditor.
Mayor Reinaldo Bautista Jr. said in his weekly media forum earlier that there was no overpricing with regard the city's purchase of dump trucks.
He said the purchase of dump trucks went through the proper procurement procedures.
