Guidelines on traffic experiments sought

COUNCILOR Betty Lourdes Tabanda proposed an ordinance that would suggest drafting of guidelines in the conduct of traffic experiments in Baguio.
Tabanda proposed that all traffic experiments be held in periods not exceeding six months. Upon the sixth month period and no ordinance is enacted for the permanence of the experimental scheme, the old scheme shall remain to be implemented.

“Although the experimental scheme may be well-planned by technical people, a wide information dissemination must be carried out prior to its implementation. A well-informed public is a cooperative partner in the fruition of a smooth and better traffic management,” Tabanda said.
Information dissemination should be two weeks prior to the experiment’s implementation and before an ordinance is enacted, a public consultation should be called, Tabanda added.
After two weeks of experiment, Tabanda said the Traffic and Transportation and Management Committee (TTMC) should submit a preliminary report to the mayor and the City Council.
She said signages and barriers, which meet safety standards should be in place during the experiment, with the contribution of the City Engineers Office and the Department of Public Works and Highways.
Before the enactment of an enabling ordinance, Tabanda said the TTMC should also submit a report detailing if the experiment should be implemented for the long term.
