City Tourism Officer Benedicto Alhambra said he was surprised to learn his office was implicated in the issue.
Alhambra said he did not authorize any collection from the trade fair, adding he will not attend the council's session on Monday due to a prior commitment.
He also said the Tourism office should not be blamed for problems encountered during the trade fair, as it was the City Council that approved their operation.
