COUNCILORS agreed Monday to use their regular session on February 27 as a public consultation for residents to give their views on the proposed SM mall’s expansion and for the mall management to explain its redevelopment plans.
To be invited next week are Cordillera Ecological Center Director Dr. Michael Bengwayan, former Mayor Braulio Yaranon and Perry Mendoza of Tongtongan Ti Umili.

The three resource persons last February 20 expressed their firm opposition to the mall expansion, which endangers some 182 pine and alnus trees.
Bengwayan said the earth-balling of the trees would severely affect Baguio’s water table and eventually the city’s dwindling water supply. He said it will also destroy the pine trees which have long been the heritage of the city.
He said the trees at Luneta Hill help absorb carbon dioxide and give off oxygen, adding that removing these trees in the area could affect the health of residents.
Yaranon discussed three titles governing Luneta Hill, which he has acquired including Original Certificate of Titles issued by the then Insular Government and the titles held by the heirs of Placido Carrantes.
Yaranon said the land where SM now stands is public-owned hence it is the duty of public officials to protect this.
Mendoza expressed his group’s dismay at some local officials for not making a stand and save the trees.
Councilor Betty Lourdes Tabanda also sought for the copy of the absolute deed of sale of the Luneta Hill property as this document has not yet been furnished to city legislators.
Also invited to shed light on the controversial redevelopment plans of the retail giant are SM officials, Department of Environment and Natural Resource Regional Executive Director Clarence Baguilat, City Planning Officer Evelyn Cayat, City Treasurer Thelma Manaois, representatives from the Traffic and Transport Management Committee and the City Mayor’s Office.
