Civil defense office presents new response system

LA TRINIDAD, Benguet - The Office of the Civil Defense (OCD) – Cordillera presented its new innovation that could save more lives during emergencies.

OCD Operations and Special Projects Officer Paul Chinayog presented to the Provincial Board how the Incident Command System (ICS) will work in calamities.

Chinayog explained the ICS is a standardized, on-scene, all-hazards incident management concept.

It is also an integrated organizational structure that can match the complexities and demands of a single or multiple incidents without being hindered by jurisdictional boundaries.

He added ICS helps ensure safety of the responders and the public; it also contributes to the achievement of tactical objectives; ensures efficient use of resources; and provides common operating scheme.

Chinayog expressed various benefits the ICS could give to the host. Among these are: “it meets needs of incidents of any kind; allows personnel from a variety of agencies to blend rapidly into a common management structure; provides logistical support to operational staff; and is cost effective by avoiding duplication of efforts.”

The ICS can manage incidents like natural disasters - tornadoes, floods, earthquakes, wild land fire; human and animal disease outbreaks; search and rescue missions; hazardous materials incidents; terrorist incidents; recovery operations; distribution of humanitarian assistance; national security events such as Presidential visits; and planned events like parades.

Chinayog described the organizational structure of the ICS will be from the incident commander down to its command staff specifically the Public Information Officer, Liaison Officer, and the Safety Officer.

Below the command staff is the general staff which comprises of operations, planning, logistics, and finance and administration sections.

Chinayog said if this system will be used by the region, then it will lessen casualties and misinformation during incidents.

The provincial board noted the system and will soon endorse to the different local government units.
