ESL still best option for Baguio-A A +A

THE developer of Boracay and Navotas' engineered sanitary landfills recently presented to the Baguio City government its proposal to solve problems on solid waste.
In Monday's City Council session, Philippine Ecology Systems Corporation business development director Ronaldo Lacsamana said an engineered sanitary landfill is still the cheapest and most reliable form of waste management for highly urbanized cities like Baguio.
Lacsamana said a city like Baguio could construct an ESL for only P80 million to P100 million but stressed this will depend mostly on the feasibility study they will conduct if given the chance to undertake the project.
The waste solution provider, which has contracts to build ESLs in Olongapo and General Santos cities, said they are eyeing Itogon as a feasible area for a landfill.
But he stressed companies like theirs are not only keen on providing waste management solution to Baguio City but also for its neighboring towns including La Trinidad, Itogon, Sablan, Tuba and Tublay.
He said they have already talked to the Itogon Municipal Council but are still in the process of evaluating at least three sites in the municipality where an ESL for BLISTT will be built.
He said they will also evaluate the cost, viability, proximity to towns being serviced and the environmental impact of the construction of the ESL.
All these he said will be presented again to the Baguio City Council and the local solid waste management board for possible consideration.
However, general services officer Romeo Concio said they are not keen on the ESL concept as it has several environmental hazards such as emission of methane and other factors most especially its social acceptability.
He said the City Government is now geared towards a waste processing facility which is income generating such as a waste to energy plant.
