LA TRINIDAD, Benguet -- Sangguniang Kabataan Federation (SKF) president Brenden Kim Quintos will push for the passage of the local youth code here before he steps down this year.
Quintos said the comprehensive code for the youth in the municipality has been approved in its second reading and has a strong chance to be passed in its third and final reading before he relinquishes his post on November 30.
“A youth code would provide comprehensive policies for the youth; it contains the rights of the youth in the municipality both social and political,” the young legislator stressed.
It would also assure the voice and concerns of the Valley youth will be heard even if there is a vacancy in the SK post until reforms are made and the Palace approves the next election of youth representatives, he said.
Quintos added that when the code is finally passed, a comprehensive program for the youth will be formulated within one year from the effectivity, empowering the La Trinidad Council for Youth Development (MLTCYD) after consultation with the Sangguniang Kabataan, Municipal Youth Officials, youth groups, other government agencies, private sector and non-government organizations.
The Municipality of La Trinidad Council for Youth Development (MLTCYD) will be created to formulate plans to promote the development and uphold the rights of the youth of the Municipality.
National Youth Commission representative Jason Balag-ey said, “Ang pagpapaliban sa SK eleksyon ay isang tagumpay para sa mga kabataang Pilipino.”
He added the foregoing of elections will give time for needed reforms in SK’s fiscal autonomy, legal age and age bracket, the anti-dynasty clause and the empowerment of youth as a whole.
However, the vacancy of SK posts all over the country will deprive the youth of a voice in legislation especially in the provincial areas, he said.
“Ang sagot, hamon sa mga lokal na opisyales ang paggawa ng isang youth code base sa Local Youth Development Plan, sa gantong paraan ay lalung
mapgtibay ang mga programa at adhikain para sa mga kabataan,” Balag-ey said.
A youth code has been implanted in Davao, he said. (Maria Elena Catajan)
