THE Philippine National Police recently conferred to the Police Regional Office-Cordillera its certification on the Performance Governance System–Stage Initiation.
In compliance to the PNP Patrol Plan 2030 initiated by Director General Allan Purisima entitled “Cascading the enhanced scorecard of the Chief PNP to the Police Regional and Provincial Offices,” the region’s police became one of only two police regional offices in the country to attain the certification.
Purisima handed the certification to PRO-Cordillera director Benjamin Magalong who presented various measures and extensive strategies in conformity with the requirements of PPP 2030, particularly on the formulation of a Strategic Management Performance Unit and a Regional Advisory Council.
Cited as among the best practices of PRO-Cordillera, the panel from the PNP directorate was convinced everything presented has leveled-off with their expectations in implementing strategies and programs in line with the Transformation Agenda of the present administration of the police force.
PRO-COR garnered a 97.44 percent rating, far from the 88 percent rating received by PRO-2, another stage certification recipient.
Panelists who evaluated various police regional offices in the country came from different professions, organizations, the National Police Commission and the National Advisory Council chaired by lawyer Alicia de Lima.
The conferment of the PGS-Initial Stage Certification is only a starter among the four components comprising the whole Performance Governance System to be dealt and applied for evaluation and assessment. It has three states: compliance, proficiency and institutionalization.
The PNP national agenda is anchored on the Millennium Challenge Corporation which focuses on the measures, strategies and programs to fight corruption and poverty reduction in five selected agencies of the government including the PNP.
Purisima in his message to PRO-COR stressed other Police Regional Offices must follow the steps started by Magalong and his staff and serve as guides in all strategies among programs of transformation and reforms in the PNP.
