Vice mayor satisfied with 2013 accomplishments-A A +A

BAGUIO City council presiding officer and Vice Mayor Daniel Fariñas revealed the body's accomplishments that include some 82 new ordinances and 350 resolutions passed in 2013 during Monday’s flag raising program.
Fariñas said majority of the key areas of legislations are in the ways and means and finance; ethics, governmental affairs and personnel; health sanitation, ecology and environmental protection; public works, laws; public utilities and transportation; urban planning, lands and housing; women, cooperatives; education, market and the barangays.
"The year 2013 had been filled with challenges and opportunities, yet again, we were successful in rendering a high standard of legislation for the constituents of our beautiful city," Fariñas said.
The vice-mayor said the Codification of Ordinances, an essential part of any local government was bid out last year and will be completed by the end of 2014 as it will allow citizens to understand fully existing city ordinances.
Last year, the City Council scheduled 38 regular sessions, six special sessions, 15 public hearings and two barangay administrative case hearings aside from numerous executive-legislative and numerous committee hearings.
He was also proud of the Council’s completion of the Sanguniang Panlungsod-Legislative Management System which has been completed last year. Through this system, local government officials and even ordinary citizens will be able to keep track of the status of any document referred to the SP as well as in the preparation agenda, transcripts of proceedings, minutes of meetings and in drafting ordinances and resolutions.
This year, according to the vice-mayor, will mark the launching of the web based features of the system which will enable clients with internet connectivity to view approved legislations and pending matters.
While still far from perfect, he also stressed the SP has been pursuing its monitoring on the implementation or enforcement of ordinances and resolutions enacted by the body. A total of 6 legislations were tracked and analyzed in 2013. This, aside from 13 legislations that were tracked in 2012 that were again monitored this year.
Also laudable according to the SP presiding officer are youth engagements conducted with the Baguio City Police Office on city ordinances particularly the curfew on minors, anti-graffiti, anti-smoking, anti-littering ordinances.
The City Council also accredited 19 applications of people’s organizations and non-government organizations of the 27 organizations which have submitted documents for evaluation of the council.
“This year, the Sanguniang Panlungsod, in partnership with the Executive Branch will again introduce innovations in order to produce quality legislations. We will also focus our actions towards peace and order, environmental protection and sustainable development in the city,” he further added.
