CORDILLERA Human Rights Alliance (CHRA) Secretary General Jude Baggo has been tagged as an enemy of the state.

Baggo's photograph appears on a poster at the streets of Ifugao with the words "NPA BRAIN," in his name and “Hungduan,” the Ifugao municipality that he hails from, in bold letters at the bottom of the poster bears the warning, “Watch out NPA sympathizers and supporters! This is your first and last warning! We the umili are sick and tired of you.”

Baggo with Katribu national chairperson Beverly Longid, Cordillera People's Alliance regional staff member Emerson Soriano, Makabayan leaders Liza Masa, Teddy Casino and Satur Ocampo, National Democratic Front of the Philippines Peace Negotiator Luis Jalandoni and Chief Political Consultant Jose Maria Sison have been similarly tagged as state enemies.

The posters were circulated last month in parts of Ifugao.

"Being used to Ifugao humor, I am having difficulty to be amused being labeled as “Brain of the NPA” in a recent poster seen and circulated in populated areas in Banaue and Lagawe, Ifugao. In fact, I am shaken and outraged that this kind of witch-hunting activities thrives in Ifugao done by State security forces or their agents with the motive to stop me and other human rights defenders from serving the people," Baggo said.

Baggo explains said that being a human rights defender, it is not the first time he have been subjected to political vilification.

CHRA vice chairperson Jennifer Asuncion condemned the act, saying it is part of a continuing political persecution of human rights defenders under Oplan Bayanihan.

“These acts of red-tagging or political vilification are cheap attempts to cow human rights defenders into silence and paralyze their effective work of serving the people,” Asuncion said.

The Cordillera Human Rights Alliance has reiterated their demand to the Aquino government and its state security forces to stop political vilification of human rights defenders and political dissenters.

Asuncion added no person’s rights should be violated because of one’s involvement in the defense and assertion of human dignity and has called for the end of Oplan Bayanihan.
