Baguio vice mayor designates water board members-A A +A

ACTING Mayor Daniel Fariñas last week designated members of the City Water Resources Board as the deputized agent of the National Water Resources Board in the city.
This after the recent City Council’s move to make the city government the “automatic forced intervenor” through the CWRB in all applications for water permits before the NWRB to regulate the operation of privately owned deep wells which affect groundwater sources and water security of the city.
In Administrative Order No. 39, Fariñas named the following as members of the CWRB along with their functions:
The mayor serves as head; the chairmen of the City Council committees on Public Utilities, Transportation and Traffic Legislation; Health and Sanitation, Ecology and Environment Protection; and Public Works for legislative;
The City Health officer tasked to undertake the water sampling, testing and monitoring of bacteriological content of drinking water and accredit water laboratories for certification of compliance with the Philippine National Standards; assume responsibility for the application of the health measure as per Sanitation Code; receive and review notarized Environmental Sanitation Clearance application; conduct site inspection and recommend action; and issue or revoke health certificate for personnel of water-related entities and sanitary permit for concerned project proponents;
The city Buildings and Architecture officer to issue building permit and monitor compliance of proponents with the National Building Code, Sanitation Code, Philippine Water Code and other related national and local laws relating to water facilities;
The city engineer to monitor effects and impacts of proposed, new or ongoing water and water-related projects on public roads, bridges and other horizontal infrastructure within the city;
The city Environmental and Parks Management officer to monitor operation and maintenance of water-related projects, waste water disposal and implement reforestation and regreening activities in the city watershed and clearing of river tributaries;
The city General Services officer to monitor and implement solid waste management programs and activities;
The city Planning and Development coordinator to perform planning activities, research and studies in connection with water concerns including water resources inventory and issue location or zoning clearances; and
The city assessor who will include in the assessment of real properties information on machinery particularly description and number of units of water-related equipment such as water intake structure, infiltration gallery, water pumps, storage and treatment plants, among others.
The board will perform the following functions: prepare appropriate local forms for registration and accreditation of proponents necessary for inventory and monitoring of water-related activities; facilitate registration or accreditation of proponents and issuance of clearance of water supply system and sewerage system projects within the city; accredit water distributors operating and distributing within the city; issue clearances before the city water permit is issued by the city mayor to ensure compliance of water quality, design and construction and environmental standards and locally legislated requirement for business operation within the City;
And eventually assume from the Department of Environment and Natural Resources the devolved authority when it has to determine that it is ready and technically capable to administer some aspects of water quality management and regulation including but not limited to permit issuance, monitoring and imposition of administrative penalties.
