IT WAS history in the making after the Department of Social Welfare and Development (DSWD)-Cordillera Administrative Region installed a pure Cordilleran as its new director.
Janet Armas replaced former director Leonardo Reynoso who is now the national program manager of the Pantawid Pamilyang Pilipino Program.
"Iiwanan natin ang DSWD field office CAR sa mga dati nating kasamahan na alam nating meron silang capability. They are competent and dedicated to continue what we have been doing," Reynoso said.
Scoring 6.724 rating out of 7, which is the highest performance rate in the entire DSWD, Reynoso expressed hopes DSWD-CAR will maintain its standing and integrity.
Aside from the performance rating, the field office was also awarded Seal of Excellence by the Civil Service Commission during his term.
"I am overwhelmed on how to start, where to start, and how to do things like Director Leonardo Reynoso did," Armas said.
Although it is a challenge for her to maintain the high performance rating, she said her administration will try to even surpass it.
She also emphasized DSWD-CAR will continue what has been started. They will try to look at their institutional arrangements on how to facilitate programs and strategy implementation. They will also continue to look at the indigenous practices bringing out the best culture in the region.
Armas started her public service career as a social worker in Ifugao, supervising Social Welfare officer in Abra, to sector head of Productivity Skills and Capability Building in the regional field office. From then on, she led different divisions and handled programs like the Kalahi-CIDSS, 4Ps and other women's welfare programs.
Meanwhile, as the new national program manager of 4Ps, Reynoso faces greater challenge as the program will extend its cover of beneficiaries from 15-18 years old. By next year, the program will be expanded to 5.2 million households. He said he will also try to refine systems in the program for it to be more efficiently and effectively implemented.
Aside from Armas, two other officials were formally installed. Edna Benitez is now the assistant regional director for Operations while Francis Khayad is the assistant regional director for Administration. (Giovani Joy Fontanilla)
