Tabuk rescuer posthumously awarded-A A +A

A PAMANANG Lingkod Bayani was awarded to a Tabukeño, Maynard Barcellano, for his exemplary heroism in the name of public service.
Barcellano, who was a member of the City Disaster Risk Reduction and Management Council, died in the line of duty on September 28, 2013 after responding to a distressed call requesting assistance from the team.
He joined the search and operation team and proceeded to Barangay Dupag. While searching for a drowning victim along the Chico River, their rubber boat overturned and was carried by the strong current.
The bereaved family received the award on his 28th birthday last May 22. “Don’t get me wrong, the Civil Service Commission, I’m sure they mean well. But I’d rather have my brother today than receive any plaque,” lawyer Julio Barcellano, the eldest brother, said in his brief yet emotional speech.
“Let his death serve an inspiration to all the public servants in the Philippines,” he added.
Barcellano’s bereaved family accepted a Parangal ng Lingkod Bayani certificate, a Memorandum of Agreement for the Pamanang Lingkod Bayani Scholarship and a Pondong Pamana Lingkod Bayani one-time financial assistance of P100,000.
The Pamanang Lingkod Bayani of the Civil Service Commission is a tribute to the “kawani” who embodied the characters of a Filipino hero in the name of public service.
Specifically it recognizes public officials and employees who were killed in the line of duty or those who died while in the performance of their functions, duties and responsibilities as a public servant. (Giovani Joy Fontanilla)
