Aliping filed for permit in Kabuyao property

AN EXCAVATION permit was requested by Baguio City Representative Nicasio Aliping Jr. before undertaking any excavation within his property in Mt. Kabuyao, Sto. Tomas.

He said he tried to secure an excavation permit from the Department of Environment and Natural Resources but failed to get one prior to the construction project leading to an eco-tourism park in his property.

"Alam naman natin yung regulation," he said.

However, the lawmaker added, "It was not yet acted upon" at the time of his request but no response from the agency.

Aliping said his application was neither approved nor denied at that time because there were qualifications and requirements needed.

But still, he entered and excavated the area without a certified permit.

Although, he did not claim himself liable in the issue, Aliping said he is willing to talk to the concerned agency relative to the granting of excavation permit.

But in case Aliping will not be granted any permit, he acknowledged that he cannot do anything about it.

Aliping believes he should not only be the one liable for any excavation in Kabuyao.

"Para sakin naman, even before the project, marami ng excavation hindi lang naman ako", he said.

The lawmaker, however, refused to give further statements regarding his pending cases for violation of the Philippine Forestry Code, Clean Water Act and the administrative charges awaiting him for non-compliance of an environmental compliance certificate (ECC) prior to the construction project in the identified environmental critical area (ECA).

Aliping however promised to give statement at the right forum as it may affect the pending case filed by the DENR, which is currently at the Benguet Provincial Prosecutors Office.
