"It's really ideal dun sa Balenben (Irisan)," she said.

However, Fangasan said the area cannot be utilized yet because of a pending civil case where portion of the city government's property is subjected.

The pending case was filed by a private individual who claims to be the owner of a portion of the said government property.

On the other hand, according to a study conducted by the City Legal Office, the Shalom House in Session Road, which is another property of the city government can be an option which can be utilized anytime.

"At least we could have Shalom House nalang for repair or we could construct a new center based on the prescribed elements of the facility," she suggested.

Fangasan added around P54M will be needed to maximize the area citing a study conducted by the City Planning Office.

However, Mayor Mauricio Domogan differed explaining the Shalom area is a small property, which may be of better use to the city government.

He quipped constructing a drug rehabilitation area along Session Road may not be advisable as it will just contribute to the congestion in the Central Business District.

Instead, the city mayor advised the OCSWADO and the concerned agencies to look into the possibility of putting up the rehab facility on the portion, which is not subjected to the Balenben case.

He emphasized the property has 5,000 square meters in terms of land area and only 1,000 square meters is being subjected to a case filed at the Supreme Court.

"There is still a possibility that we can utilize the area," Domogan hoped.
