EVERYBODY has a lot to learn from the 1990 killer earthquake.
In commemoration of the earthquake on June 16, 1990 that hit Baguio City and nearby provinces, Mayor Mauricio Domogan called the public to be proactive especially in times of disasters.
“Calamity strikes without prior notice,” he said adding, “There’s no substitute for being prepared to any calamity.”
He called the public to be prepared with necessities such as water, food, transistor radio, flashlight and cell phone in case evacuation is necessary.
Aside from the basic advisories in times of disasters, one of the important lessons, Domogan addressed the public, is to consider the location where they built or intend to build their houses or business establishments.
“Pag sinabing danger zone ang lugar wag nating ipilit magpatayo ng bahay,” the mayor demanded.
He also reminded it is the public’s responsibility to continuously monitor their areas so they may leave immediately if there are threats of landslides to which the city is prone to.
Likewise he advised his constituents to make sure their houses or business establishments are built with high quality construction materials and designed appropriately based on the features of lands here in Baguio.
Moreover, in this regard Domogan called the attention of two land distributing agencies, the Department of Environment and Natural Resources and the National Commission on Indigenous Peoples regarding the issuance of free patent and titles.
“We don’t oppose issuance of legitimate titles, pero sana wag sa reservations,” he told NCIP which has been embroiled in controversy concerning the issuance of Certificate of Ancestral Domains and Certificate of Land Titles in different properties in the city.
The mayor reminded issuing land titles on forest or water reservations will result in settling of residents and will probably cause destruction of these reservations.
Domogan likewise asked the DENR, through its Land Management Services, to revisit if necessary its guidelines in issuing free patent to make sure infrastructures are not built in geohazard areas.
