Increasing illegitimate children alarms CRO

THE Baguio City Civil Registry Office (CRO) expressed alarm by the increasing number of registered illegitimate children in their office.

"Pataas talaga siya ng pataas," City Registrar Sylvia Laudencia said adding the number of registered illegitimate children has increased from 42 percent in 2012 to 48 percent in 2013.

Children who are considered illegitimate are children born to parents who are not legally married; children born of incestuous marriages, bigamous marriages and adulterous relationships; children born of marriages that are void as considered by the Family Code; and children born of parents below 18 years old.

Laudencia noted most of these illegitimate children have parents who are teenagers with ages ranging from 13 to 21.

She assumed the behavior of teeners are greatly affected by their closer and oftentimes more intimate peer relationships and exposure to the internet.

But despite the illegitimacy of these registered children, Laudencia hopes they are being taken care of by their parents.

A process of legitimation may still be undertaken provided requirements and qualifications are met.

Legitimation may be undergone through subsequent marriage of parents who at the time of conception of the child were not considered disqualified by any impediments to marry each other.

Aside from subsequent marriage, it is also necessary for the illegitimate child to be recognized by the parents and the acknowledgement is made with the consent of the child, if no longer a minor.

According to the Civil Code of the Philippines, legitimate children are entitled of rights such as bearing of surnames of the parents, receiving support from them, their ascendants and relatives and other rights recognized and provided by the said code.
