TEENAGERS are not the only ones to blame for their aggressive behavior but the whole society.

National Youth Commissioner (NYC) Perci Cendana said it is unfair to blame teenagers for the consequences of their risky behavior such as teenage pregnancy and crime involvement.

"Yung teenage pregnancy hindi lang naman kabataan ang at fault, the whole society is at fault doon," he said.

Cendana said the society is at fault because sex has been considered taboo, making it inappropriate to talk about.

"Young people get to know it from sources na hindi reliable, at hindi tama ang information so how can we expect them to make the right decisions," he added.

"I feel that because of the aggressive stance na dala nong pagkagulat natin na mataas ang teenage pregnancy, we will see a decline," he said.

The NYC commissioner said aside from quality integrated sex education, parental and peer support through an open relationship will play a very important role in preventing both sexual and non-sexual risk behaviors among teenagers.

Cendana emphasized participation in social and community development will also empower the youth and provide them a morally upright upbringing.

Despite having the highest teenage pregnancy rate, the commissioner shared Cordilleran youth are one of the most active teeners in the country.

Cendana said Cordilleran youth organizations are always recognized.

"That's a factual basis to say that one of the, if not the most active youth in terms of youth participation is from CAR (Cordillera)," he said.

With this, Cendana hopes the health and education sector in the region will be empowered and called to address the issues concerning the youth.
