Apugan folk opposes waste facility

APUGAN folk expressed opposition on the proposed integrated solid waste management system of Baguio City.

During the public consultation held August 20, villagers strongly opposed the plan for fears their properties will be compromised.

The city plans to establish a solid waste facility in the 50-hectare land owned and identified by the City Government but villagers are not welcoming the idea.

"We are doing everything and we are doing them fairly kaya nga may public consultation," Baguio City Mayor Mauricio Domogan said Wednesday during his weekly forum.

Domogan said villagers in the identified site for the solid waste facility claimed rights in certain areas of Apugan because they were born and raised there.

However, Domogan stressed being born and raised in the area does not entitle an individual to claim rights over a property, which corresponds to a land title.

The local chief executive added the City Government is open for land claimants, if there are, and is willing to discuss and settle issues and concerns.

"We do not refuse to recognize claims," he emphasized adding hopes the matter will be discussed amicably.

Domogan noted the plan of establishing a solid waste facility will be pursued by the city and further consultations with the Apugan folk will follow.

A perimeter identification survey will be conducted Friday, August 22, to identify a definite area for the solid waste facility.

The city government through partnership with private companies is eyeing advanced technologies as component of the integrated solid waste management system.

These technologies include materials recovery facility (MRF); environmental recycling system (ERS) facility; engineered sanitary landfill (ESL); waste to energy (WTE); and health care waste treatment plan (HCWTP).
