Environment code summit slated September 12

RESULTS of the two-day environmental code brainstorming attended by city officials, various stakeholders and concerned citizens will be presented during a summit scheduled September 12 at City Hall.

There was a clamor for a more in-depth information and education campaign for the provisions of the code, especially in the barangay level. The request for the IEC, however, is not limited to the city, as admittedly, the city shares water and airshed with adjoining Benguet municipalities La Trinidad, Itogon, Sablan, Tuba and Tublay.

The environmental code, as proposed by the Committee on Health and Sanitation, Ecology and Environmental Protection, headed by Councilor Fred Bagbagen, dealt with issues on pollution of land, air, water and water resources, biosolids, ecological solid waste management and urban ecosystems.

The preservation of Baguio’s pine forests and species, climate change, disaster risk reduction, noise pollution, renewable energy sources and alternative technology, global and local environment events, ecotourism management, community and stakeholders were among the issues discussed.

There were, however, exemptions to the provisions; including activities sanctioned by the city government.

Fees for the use of several resources, buildings and areas is embodied in the proposed code.

Committees, task forces and technical working groups assigned as to resources monitoring and preservation were also created in the code.
Health issues, as to the no smoking ordinance in public places were discussed.

As to solid waste matters, there were specifications as to residential, commercial, market, industrial, agricultural areas.

Queries were fielded as to legalities on penalties imposed on violators of the code; or whether it would be the barangay or city to implement the code, if approved.

Sources and use of funds were also questioned, which would form part of the discussion on September 12.

The public hearings were conducted August 13 and 20 at the Sangguniang Panlungsod hall. (Julie Fianza)
