Revised Charter beneficial

THE passage of the Revised City Charter of Baguio City will make the city more competitive towards achieving development.

This was according to House Speaker Feliciano Belmonte Jr. through his nephew Representative Jose Christopher "Kit" Belmonte (Quezon City 6th district) in his speech as guest of honor of the 105th Charter Day Anniversary of Baguio City.

"We are happy to announce that we are one step closer to allowing Baguio City to compete with other urban centers with the approval of the third and final reading of House Bill 4772 entitled An Act Revising the Charter of Baguio City," Belmonte read.

The House speaker expressed confidence the measure will solve problems in the city including environmental management and disposal of lands among others making it a more competitive city of the Philippines.

He added it will also enable the Summer Capital to keep up and move forward towards further development.

Environmental management, land use, disposal of alienable lands, preservation of cultural heritage and local economic development must be congruent with national laws, the house speaker stressed.

These concerns were raised by President Benigno Aquino III when he vetoed the earlier house bill seeking to update the Charter of Baguio City, particularly the power of the local government to have a control over the distribution of lands.

Meanwhile, Baguio City Representative Nicasio Aliping Jr., who sponsored the current measure, has high hopes the bill will be enacted this time given the revisions already addressed the concerns of the President.

"The major revision (in HB 4772) is considering the veto message of the President," he told media.

He admitted some provisions in the vetoed version of the bill were compromised adding, "Hindi naman pwede 'yung lahat ng gusto natin masusunod."

"We have to consider also the veto message of his Excellency so that in our revision of the Charter, nakalagay na 'yung lahat ng kinakailangan talaga na dapat ilagay," he said.

The lawmaker added that aside from the existing provisions and revisions the economic development in Baguio, La Trinidad, Itogon, Sablan and Tuba is also highlighted in the said measure.
