PRIOR to the elections, “new local chapter applicants” duly endorsed for approval by the National Directorate to the Chairmen of the Membership and Chapter Development and Affairs Committees shall be officially acknowledged as “Interim Local Chapters and their Organizing Members” while awaiting the issuance of the “Certificate of Chapter Registration” pursuant to the provisions of Section 100 of PhilRES New By-Laws.

These “Interim Local Chapters and their Organizing Members” shall then be advised to organize themselves for SEC incorporation purposes and elect their “Interim Caretaker Local Chapter Trustees & Officers” for official recognition and confirmation as such by PhilRES.

The “Interim Caretaker Local Chapter Trustees & Officers” of these “Interim Local Chapters and their Organizing Members” duly acknowledged by PhilRES National shall then immediately constitute and appoint the members of their “Interim Local Standing Committees.”

The Interim Chapter Comelec Committee Members shall be constituted for the purpose of implementing the provisions of Sections 138-140 Article XXX of PhilRES New By-Laws and holding of the First Regular National Convention & Elections as applicable thereto.

The composition of the “Interim Caretaker Chapter Trustees & Officers” of these “Interim Local Chapters and their Organizing Members” shall be communicated officially to the National Directorate for official acknowledgement and recognition.

After their due acknowledgement and recognition by the National Directorate, all applications for membership shall be immediately devolved to and handled by these “Interim Caretaker Local Chapter Trustees & Officers” from PhilRES-National.

The Interim Chapter Comelec Commitee Members shall be composed of at least five (5) members composed of a chairman and four (4) regular members who shall not be candidate nominee or voters for determining the official local chapter nominees to the First Regular National Elections.

Nomination procedure in local chapters

1. The “Interim Caretaker Local Chapter Trustees & Officers” more particularly the “Interim Caretaker Chapter Secretary,” the “Interim Caretaker Chapter Treasurer” and the “Interim Caretaker Local Chapter President” shall prepare and certify a “List of Local Chapter Members in Good Standing with Voting Eligibilities” to exercise their right to nominate, be nominated, vote, be voted upon, give proxy and receive proxy/ies.

2. Except for the original “Local Chapters Organizing Members,” all “New Interim Local Chapter Members” payment of National Annual Regular Membership Dues must be confirmed in writing thru fax or email with the National Treasurer and the “Interim Caretaker Local Chapter Treasurer” not later than 23 January 2012.

3. The official “List of Local Chapter Members in Good Standing with Voting Eligibilities” shall be turned-over to the “Interim Local Chapter Comelec Committee.”

4. The “Interim Chapter Comelec Committee” shall appropriately determine the veracity of the eligibilities of all names appearing therein and shall appropriately formally publish the “Interim Local Chapter Comelec Committee Official List of Local Chapter Members in Good Standing with Voting Eligibilities” among the “Interim Local Chapter Members-at-large” to inform them of their right to nominate, be nominated, vote, be voted upon, give proxy and receive proxy/ies.

5. The “Interim Chapter Comelec Committee” shall be the lone authority in the determination of the eligibilities of all names appearing therein provided that this is in conformity to and pursuant to the pertinent provisions as embodied in Article XXX of PhilRES New By-Laws.

6. Local Comelec shall conduct nomination proceedings of the Local Chapter to select their official nominees for the First Regular National Convention and Elections. Said nominees shall be included in the “Certified List of Qualified and Eligible Candidates to the National Election.” (To be continued next week)
