IT TOOK almost three weeks to evaluate the 35 participating barangays and it has been a learning experience both for the participants and the judges. Being judged according to 6 areas – administration and governance, infrastructure, environment, peace and order, health and sanitation and social services, the participating did their part by presenting their various accomplishments for the previous calendar year.
The participating barangays are: Southdrive (PB Maribel Cagalawan), Loakan Proper (PB Jesusa Viscaya), Loakan Apugan (PB Martin Anglog), Hillside (PB Ferdinance Bucad), Victoria Village (PB Lilian Somera), Fairview (PB Justina Andaya), San Roque (PB Jerry Uy), Irisan (PB Thomas Dumalti), Holyghost Proper (PB James Mastinggal), Leonila Hill (PB Margarita Mariñas), Happy Homes (PB Eva Marie Fianza), Alfonso Tabora (PB Alex Yan), Upper QM (PB Andres Remorque, Jr.), Upper Rock Quarry (PB Luis Badecao, Jr.), Lower Rock Quarry (PB Carlos Ananayo), Lourdes Subdivision Extension (PB Benjamin Macadangdang), Upper General Luna (PB Julita sagun), Pacdal (PB Roberto Medina), M. Roxas (PB Elsie Tindoc), Lucnab (PB Lolita Salcedo), Middle Quezon Hill (PB Editha Ibarra), MRR-Queen of Peace (PB Catherine Quinones), Upper Quezon Hill (PB Leah Fariñas), City Camp Proper (PB Aurora Abellera), Middle Quirino Hill (PB Ignacio Gallente), Pinsao Pilot Project (PB Sotero Dulaycan), East Quirino Hill (PB Matthew Bayao), Pinget (PB Teresita De Guzman), SLU-SVP (PB Jose Galinato), Salud Mitra (PB Nida Galace), Sto. Tomas Proper (PB Migues Kiswa), Andres Bonifacio (PB Wilbert Ponce), Gibraltar (PB Roy Tao-ey), East Modernsite (PB Nenita Trinidad), and Pinsao Proper (PB Horacio Willy).
Liga President and City Councilor Joel Alangsab expressed that it seems that the barangays are being more competitive as there were only 25 barangays that participated last year, as compared to the 35 barangays for this year. This only goes to show that the barangays, although with limited financial ability, have been doing their part to meet the expectations and to perform their functions.
The Search for Best Performing Barangays, apart from recognizing the efforts of the barangays, serves as a means for the barangays to gauge their performance, to see in what areas they are lacking so as to improve in said areas. While it is true that there are a lot of performing barangays through the conduct of various programs and activities, as well as the delivery of basic services, the proper documentation must be done so as to serve as proof of these accomplishments. The barangays were likewise judged according to their innovations and awards received for the previous calendar year. The board of judges are composed of representatives from: the City Social Welfare and Development Office for Social Services Area; Baguio Health Department for Health and Sanitation Area; DILG and Liga ng mga Barangay – Baguio Chapter for Administration and Governance; CEPMO and CENRO for the Environment Area; Baguio City Police Office for the Peace and Order Area; and City Planning and Development Office for Infrastructure. The overall chairman of the board of judges is from the Junior Chambers International – Baguio, an NGO represented by Atty. Ronald Perez.
The awarding of the winners for the search will be held on August, 2012.
The COMELEC Satellite Registration for District 8, 9, 10, 11 and 12 have been re-scheduled due to the Mass registration held at the ARMM wherein the equipments from Baguio and from other provinces have been transported to the ARMM. The Mass registration will be held from June 25 to August 3, 2012.
The new schedules are: District 8 (August 7, 2012), District 9 (August 14), District 10 (August 28), District 11 (September 4), District 12 (September 11 – Loakan Proper and September 18 – Loakan Apugan).
