LOCAL folk singer Heber Bartolome in one of his popular songs wrote that there are only three seasons in the Philippines. The rainy season, summer season, and the election season.

And I truly agree. We are now in the campaign season when the campaign for the national position namely senators started last Tuesday, February 12, 2013.

As what we were seeing on national television, the politicians are now starting their production numbers to entice the voters to vote for them. Gee, I wonder what kind of production numbers will we see in the local politicians here in Baguio when the local campaign starts on March 29, 2013?

Expect the unexpected! But as early as now, we should all have a basis for selecting our future leaders in the national and local level.

First things first. Let's use the following as a basis for selection. The Philippine concept of debate over issues and not of personality must be a major criterion in selecting leaders.

However, personality may also be viewed as character wherein, character sometimes maybe as important as personality. But don't treat personality just like a beauty pageant. We are not selecting the good looks in exchange for good governance.

Another would be on the policy direction a candidate wants to pursue. Policy direction would indicate where a candidate wants to structure his or her transparent governance. It will determine the pathway to be followed in terms of legislation and administration.

In management, here are some of the things that I've learned in my masteral development studies at the University of the Cordilleras that I see as part of our selection process.

A candidate must acquire a substantial experience in the critical core processes of the organization. His or her experience will have something to do organizational management.

A candidate must be Interested in understanding the history and the people of the organization.

He or she must rely on strong personal oral communications skills since information and communication is a vital part of understanding the problems and the solutions to be taken.

Being energetic and willing to "roll up the shirtsleeves" and pitch-in when necessary to look for the most logical and doable solution to a problem.

And, he or she should be an active learner to determine his or her political direction of good governance.

Oh, and by the way, always remember that once we elect and place them in office, we should follow the saying that although the electorate has the final say, the right to question the elected officials should be placed in the back burner.

For in the end, the people placed in office by the electorate gets what they deserve.
