THE members of the august body, like everybody else, were caught by surprise at the sudden and unexpected demise of their presiding officer and Honorable City Vice Mayor Daniel T. Fariñas.
Just a week ago it seemed highly unlikely that Vice Mayor Fariñas would suddenly succumb to the cold embrace of death having then joined the members of the city council, as well as officers of the city executive department, in travelling to Bani, Pangasinan to formalize its twinning and sisterhood ties with the said municipality through a joint legislative session. And a week prior he also joined the members of the legislative body in going to Barlig, Mountain Province, again to cement sisterhood ties with that municipality up north.
Although slightly pale from having to undergo treatment and medication for thrombosis and a little bit thinner due probably to an enforced diet the late Vice Mayor exuded a demeanor reminiscent of his energetic ways in presiding over the city council, as he energetically welcomed, having arrived earlier in Bani, the city councilors and their entourage to a beach resort in the said municipality.
The joint legislative session to formalize the sisterhood ties of Baguio City and the Municipality of Bani was held at 2:00 pm of Monday last week with Vice Mayor Fariñas and Bani Municipal Vice Mayor Filipina Cruz Rivera co-presiding over the session. The joint legislative session was held at the Bani East Integrated School located at Poblacion, Bani in order to accommodate the Bani and Baguio City legislators, as well as the audience which consisted primarily of Barangay officials and other public officers of Bani. In that legislative session the late Vice Mayor Fariñas appeared to be his usual self and presided over both august bodies with the same energy and vitality that he normally exhibits when he presides over the regular session of the city council here in Baguio.
It was this joint legislative session held in the municipality of Bani, Pangasinan that would eventually become the final legislative work of Vice Mayor Fariñas, a week before he finally surrendered himself to the Lord.
It is to the credit of the members of the city council that during those painful moments when the late Vice Mayor Fariñas was trying to hold on to life that our city councilors actively extended their support and assistance to their presiding officer, hoping against all hope that somehow he would be able to overcome his ultimate trial in life.
Sadly that is not to be, and for that the city council tragically lost one of the most energetic, astute, witty, intelligent, forceful and straightforward presiding officers in the person of Honorable Vice Mayor Daniel T. Fariñas. The city of Baguio likewise lost a sincere leader who inspired others in committed service to the city. His body now lies in repose at the session hall of the city council at City Hall with necrological services to be held on Friday (May 9, 2014) at 4:00 in the afternoon.
