IT’S ALMOST three months now and still some scholars under the Commission of Higher Education K to 12 Transition Graduate Education program for the Second Semester for Academic Year 2016-2017 did not yet receive any allowance at all.

Dismayed with the long delay of scholarship privilege remittance is a scholar from Baguio who happens to be a family man depending much on the said allowance considering that he was only given the maximum three units load to teach in the university where he works as a regular employee.

“Mahirap mag-scholar kung walang ipon. Walang gagastusin,” the scholar who does not also get any counterpart funding from his employer said.

Under the CHED rule, the scholars are entitled for a living allowance of P20,000 per month for Master’s and P28,000 for Doctorate. The scholars are only allowed to teach with the maximum of one load or three units and expected to render a return of service to sending higher education institutions.

Previously, a scholar from Ifugao under the First Semester AY 2016-2017 also expressed the same problem during the orientation of K to 12 Transition Graduate Education Scholars for the Second Semester for Academic Year 2016-2017 held on December 15 last year in Baguio City.

According to CHED Scholarships for Graduate Studies Project Technical Staff Michael Miatari the non-submission of complete documents is the major factor for the cause of delay of stipend.

The same scholar in Baguio said he already submitted all the necessary requirements needed by the government agency but despite that no amount was deposited yet through DBP Bank account since January this year. That’s the same sentiment of his fellow CHED scholar classmates who enrolled last semester.

The CHED K-12 Scholarship grant is being implemented to help faculty members who are directly affected by the impact of the transition in the HEIs. But any delay of the remittance of scholarship privileges will make any bread winner really anxious.

It will also be a big relief if all sending HEIs will continue on giving support to their faculty by giving a counterpart funding during the entire scholarship period.
