THE little known law approved and signed by President Benigno Aquino III, May 27, 2013 institutionalizing Palarong Pambansa as the country’s premier national sporting event.

Palarong Pambansa is the major sporting event held annually which showcases grass root talents and prospects (elementary and high school) being discovered to be the future of the Philippine Sports.

The passing of RA 10588 that debuted this year in the recently concluded 2014 Palarong Pambansa held in Sta. Cruz Laguna was participated by some 10, 000 athletes of the different sports discipline from 17 regions of the Philippines.

The law also identified the Department of Education (Dep-ED), Philippine Sports Commission (PSC) through its recognized, authorized and appropriate National Sports Associations (NSAs) and the Department of the Interior and Local Government (DILG) involved in the management and conduct of the Palarong Pambansa.

It also identified inclusion of but not limited to 15 sports in the elementary division and 21 sports in the high school division provided that appropriate sports events shall be organized for students with disability.

The Declaration of Policy under section 2 states: It is the policy of the State to promote physical education and encourage sports programs, league competitions and amateur sports, including training for international competitions, to foster self-discipline, teamwork and excellence for the development of a healthy and alert citizenry through the institutionalization of the Palarong Pambansa as the country’s premier national sporting event.

Hence, it shall be a declared policy of the State to support programs that will improve and promote the Palarong Pambansa as the primary avenue for providing in-school sports opportunities to improve the physical, intellectual and social well-being of the youth. All educational institutions are therefore directed to promote physical education and undertake regular sports activities as well as support the local meets and the Palarong Pambansa.”

The important goal of the law is to standardize the rules and regulations being used in every sport discipline to be at par with the international standard.

The better understanding of RA 10588 will eliminate confusions and speculations about the conduct and the rules that must be used in the local and regional competitions in route to the Palarong Pambansa.

Insisting the use of rules and regulations other than that of the NSAs deviates the course of the preparation of the athletes for the Palarong Pambansa and defies every principle stated in the law.
