A petition cum complaint was received from residents of Sitio Pongayan and Kabuyao both in Tuba, saying the German national has said Filipinos were like dogs and pigs.
Leistner has also allegedly commented that his neighbors were "pir'tas", "magnanakaw," and "tsismoso," prompting residents to file the complaint against him.
The local council said, "The comment uttered by this German national is derogatory and therefore, [his presence here is] unacceptable."
Leistner had been residing in the area for years.
The Department of Social Welfare and Development (DSWD) is seeking a hold departure order against Leistner, who is believed to be in hiding somewhere in the country.
