Pre-emptive strikes undercut coup plot, opposition

MANILA — The plan to oust President Gloria Macapagal Arroyo had one major flaw: Everyone knew it was coming.
The presidential palace knew. The military knew. The media knew. Even an 11-year-old boy knew, right down to the date when it was to happen, hearing about it from classmates and sending his brother a cell phone text message: “Coup Friday, Feb. 24. Please pass on.”
So it shouldn’t have come as much of a surprise that Arroyo, who has battled through crisis after crisis during five tumultuous years in office, didn’t just wait for it to happen.
First, she called in her military chiefs and persuaded them to remain loyal.
According to the coup plan, gun-toting troops were to have left military camps around Manila on Friday morning and headed to the shrine of the 1986 “people power” revolt, where they were to join crowds commemorating the 20th anniversary of one of the Philippines’ proudest moments.
It appears the hope was the defections of junior officers and their followers would have carried enough resonance with supporters of the 1986 uprising - when the military played a major role by withdrawing their support from dictator Ferdinand Marcos - that a critical mass would be reached to give birth to another round of “people power.”
Instead, the would-be defectors found their camp entrances sealed by troops loyal to the government, including a column of eight armored personnel carriers. Soldiers descended on the main military headquarters in a clear show of force. An army general, reputed to be heavily involved in the coup plot, was arrested.
The troops got to watch the rest of the day unfold from their barracks.
After emergency pre-dawn meetings with her national security council and her closest advisers, Arroyo decided on a dangerous gamble, to declare a state of emergency.
Permits for rallies marking “people power” were canceled.
Security forces were given powers of arrest without warrants. Organizations, including the media, were warned they faced closure if they endangered national security.
A few thousand people tried to defy the rally ban, showing up at the democracy shrine and clearly aiming to hijack the activities and turn them into an anti-Arroyo demonstration. Riot police quickly dispersed them with high-pressure water hoses.
Efforts by a second group of demonstrators to march on the shrine were dealt with more harshly as riot police waded in, truncheons swinging. With several of their numbers down and bloodied, the protesters were quickly routed.
Arroyo’s blunt message: further moves to unseat her would be dealt with harshly.
Her opponents were quick to cry foul, drawing comparisons between the state of emergency and the martial-law decrees that Marcos used to entrench his power. On what should have been a day of celebration of democracy, they claimed, the country had just been taken back to
the bad old days.
Arroyo was unrepentant, saying she had been forced into action by treasonous forces threatening the country’s very fabric of existence.
The get-tough policy continued with a raid on a virulently anti-Arroyo newspaper and the arrests of several vocal government critics. While other opposition figures claimed they would be happy to be arrested, too, they also seemed unsettled by the sudden developments.
The US Embassy issued a statement that didn’t support either side, saying only it was monitoring the situation closely and urging both the government and the people to respect the rule of law, protect civil liberties and human rights, and reject violence.
In a separate message to US citizens in the Philippines, the embassy called the situation “unpredictable.”
It was unclear how Arroyo, having survived the immediate crisis, would finish playing her hand while coping with the fallout of her move.
Legal challenges to her emergency declaration were being drawn up. Criticism that she overreacted came from all corners including former President Fidel Ramos, whose support was considered vital when Arroyo survived her last political crisis.
The streets Saturday - which should have been alive with activities marking Marcos’ flight into exile 20 years earlier – were eerily quiet instead. It was expected that the opposition would ensure they don’t stay quiet for long.
And the palace believed “RUMORS”? What a shame…

Nigaputok walang mukhang maiiharap sa akin ang DECS dahil nakikita ang mga anino ng kapabayaan nila.
Ano na ba ang nangyayari sa kapaligiran? Praning na naman ang administrasiyon. Praning na naman dahil ayaw nilang maalis sa puwesto. Puwestong mababaho lalo na sa BIR-Bulacan nag-bayad ako last year ng buwis. Gusto akong pahirapan tapos yun pala eh kailangan ng lagay para maging madali, puniemas, leche mga bwisit. Sa palagay ko kailangang latiguin ng presidente ang mga hinayupak na ahensiya ng administrasiyon niya. Ngayon may mga kaliwa at kanan hindi ko alam kung nasa kanan o nasa kaliwa ang gobyerno. Gusto mong tumino ang Pilipinas? Eh kailangang magtanim tayong lahat ng kamote at punongkahoy paramihin ang mga kalabaw. Dahil kalabaw lang ang hindi marunong magreklamo, masipag pa sa araro. Kung ako ikaw presidente hagupitin mo ang mga hinayupak na yan. Para tumino. At paramihin ang kalabaw sa Pilipinas nang sa ganoon ay gumanda ang ating kapaligiran. Hindi lang tayo libre sa araro at gasolina libre pa pati fertilizer.
Alam niyo ba? Kung anong ibig sabihin ng mga lupa o putik na gumuho sa bario ng Leyte. Ang kalikasan ay nagpapahiwatig na ang lupa ay nakatiwangwang lang bakit hindi ninyo pakinabangan. Iyan ay maliwanag na mensahe ng kalikasan. Matuto na tayo! Hindi ko kailangang maging Shaman o Manghuhula para isipin ang tama. Ang mga gobernador tutal mayayabang kayo pati na rin mga mayor. Hindi masamang maging mayabang kung ang pinagmamayabang ninyo ay ang pag-aaruga sa kalikasan. Hahangaan pa kita sa kayabangan mo.
DECS- Department of Education — Kayo dapat ang nailibing sa mudslide hindi yung mga inosenteng mga bata na nag-aaral.
DENR- Nababayaran ang mga yan.
Presidente Macapagal Arroyo- kaya mo bang latiguin ang mga iyan? Sige nga pakita mo sa sambayanang Pilipino para naman makita namin na may silbi ka!
Presidente ng Pilipinas GMA- May pa State Emergency ka pa! Imbis na State Punishment of your Government Agency ang gawin mo. Ginugulo mo lalo ang mga mamamayan. Alam kong mahirap maging Presidente pero sana pakinggan mo ako. Dahil ako lang ang magbibigay ng liwanag sa utak mo. Kahit pandak ka mag-mumukhang matangkad ka sa kinang ng ideya na ibinigay ko sa iyo.
Pasalamat ka at may Don Tuwid pang nabubuhay.

Huwag na nating hintayin pa na mangyari ito– seryoso ito. Gloria Makapagal sana ay hindi ka tuta ng mga ito.
Tuloy ang buhay nating mga Pinoy. Tapos na ang trahedya. Magtanim na tayo ng Milyong-milyong puno upang matuwa ang mga kaluluwang biktima ng ating katangahan. Magparami uli tayo ng mga kalabaw. At kung sino man ang mga walang lupa ay magpunta sa DENR at magtanong kung saan pwedeng magtanim. Prutas man o gulay lahat ay makakabuti sa ating mga bulsang butas na. Makabili man lang ng kahit na kamote. Alam niyo ang sarap sana ng buhay kung may tulad si Don Tuwid sa Gobyerno.
Ang Hangin ng Kabuktutan
Kahapon lamang ay napanood ko sa telebisyon itong mga politiko. Napansin ko ang kikinis ng mga balat, ang gaganda at plantsadong plantsado ang mga suot nila. Kayo bang mga politiko ay naaarawan? Kung napapansin ninyo ano ang mga hayup na malapit sa basura? Daga, Aso, Uod, Langaw at ang nakakalungkot ay ang mga batang paslit na nagpupulot. Ang mga hayop at insekto na binanggit ko ay naging ugali ng mga tao.
At ang mga taong nagpupulot sa basurahan ay ang mga biktima.
DECS- Department of Education magpadala ka ng mga scholars na naging top ten sa ibat-ibang Unibersidad ng Pilipinas na nakatapos ng kursong (computer science engineer, geodetic engr, mechanical engineer, etc) sa Germany, Japan at iba pang malinis na bansa. Ito ang mga batang pag-asa natin na gagawa ng Garbage Incinerator Plant. Nang sa ganoon ay maipapasa ng mga scholars na ito ang kanilang pinag-aralan sa mga susunod na henerasiyon. Hindi yung aasa tayo sa mga taga ibang bansa para bayaran at hugasan ang puwit natin.
Ngayon lalong lumalakas ang loob ko na sabihin sa administrasiyon ni Presidente Arroyo na sana mamonitor niya ng mabuti ang galaw at ugali ng mga agencia niya sa gobyerno. Ang kikinis ng mga balat at mukhang mga modelo sa pagdadamit at mukhang di pinapawisan. Ito ang signos na mahilig magkulong sa aircondition. Umiiwas sa mabaho at malansang amoy. Bakit ayaw ninyo bang langhapin ang hangin ng inyong kabuktutan?

Huwag nating kakalimutan na ang Presidente ay isa ring parang hardinero na ang amo ay tayong mga mamamayang Pilipino. Iyan ang demokrasiya.
Alam kong mahirap ang kalagayan niya ngayon. Pero sa palagay ko kailangang pakinggan natin ang desisyon niya sa ngayon. Dahil napapansin ko ginugulo siya ng husto ngayon. Mahirap talaga pagnabawasan ang tiwala ng mga tao sa iyo.
Ang mga eskwelahan ba ng Tsino sa ating bayan ay kumakanta ba ng Pambansang Awit ng Pilipinas?
