‘Helen’ makes landfall; 21 areas under storm signals

MANILA (2nd Update, 8:44 a.m.) -- Tropical Storm Helen made landfall over Isabela early Wednesday morning and is now traversing Northern Luzon, prompting the weather bureau to place at least 21 areas in Luzon under storm warning signals.

In its Twitter account, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said that at 1 a.m. Wednesday, the center of “Helen” made landfall over Palanan, Isabela.

Judge grants Sheryl Crow 3-year restraining order

SANTA MONICA, California — A judge has granted Sheryl Crow a three-year restraining order against a man who a witness says threatened to shoot the singer-songwriter.

Superior Court Judge James Hahn issued the order after a hearing Tuesday. The order requires Philip Gordon Sparks to not try to contact or meet the actress for the next three years.

US warns of divisive diplomacy in South China Sea

WASHINGTON — China should not use bilateral talks to attempt to "divide and conquer" nations with competing territorial claims in the South China Sea, the United States said Tuesday.

State Department spokeswoman Victoria Nuland's comments follow a visit by Chinese Foreign Minister Yang Jiechi to two of those states, Malaysia and Brunei.

2 abducted Europeans seen with Abu Sayyafs

MANILA -- Two Europeans, who were seized by gunmen in February while bird watching, have been seen recently in the custody of al-Qaeda-linked Abu Sayyaf bandits in their jungle stronghold in Mindanao, officials said Tuesday.

Senior Superintendent Antonio Freyra said without elaborating that Ewold Horn of the Netherlands and Lorenzo Vinciguerra of Switzerland were seen with Abu Sayyaf gunmen more than a month ago in the jungle off mountainous Patikul town in Sulu province.

Anti-RH lawmakers delay period of amendments

MANILA -- The House of Representatives failed to begin discussions on amendments to the reproductive health (RH) bill after it failed to decide whether it will allow the delivery of a privilege speech questioning the integrity of the chamber.

The House leadership earlier requested the attendance of all its members as the RH bill goes into the period of amendments.

'Helen' kills 1, to make landfall Wednesday

MANILA (Updated, 6:57 p.m.) – Tropical Storm Helen (international name: Kai-Tak) continues to threaten Northern Luzon and is expected to make landfall in Cagayan area on Wednesday morning, the weather bureau said Tuesday.

The National Disaster Risk Reduction and Management Council (NDRRMC) also listed the storm's first fatality, Armando Borbon of Basista, Pangasinan. He died on Monday morning after suffering an epileptic seizure and falling into a flooded rice field in Dumpay village.

MANILA (2nd Update, 3:59 p.m.) -- Former President and now Pampanga Representative Gloria Macapagal-Arroyo has been advised by her doctors to seek a second opinion in New York regarding her medical condition, her ally in the House of Representatives said Tuesday.

House Minority Leader and Quezon Representative Danilo Suarez said Dr. Robert Anastacio, a resident cardiologist at the Makati Medical Center (MMC), has suggested to the former President to consider a neuro-cervical surgery abroad.

JBC member: De Lima was never singled out

"I think under the circumstances, she was not singled out by the JBC. The JBC followed its own rules and those rules have been the rules ever since," Iloilo Representative Niel Tupas Jr. said in a press conference Tuesday.

Magnitude 7.7 Pacific quake causes no damage

MOSCOW -- A magnitude 7.7 earthquake that hit waters off Russia's Pacific island of Sakhalin on Tuesday inflicted no casualties or damage, Russian officials said.

The Russian Emergency Situations Ministry's branch on Sakhalin said the quake was centered in the Sea of Okhotsk about 160 kilometers (100 miles) east of Poronaysk, Russia, at a depth of more than 600 kilometers (373 miles).
