Bidding of poll machines for Armm re-registration starts

THE bidding process for the purchase and deployment of voters registration machines (VRMs) has started, the Commission on Elections (Comelec) said on Tuesday.
In its Invitation to Bid, the Comelec Bids and Awards Committee (BAC) reminded interested parties to acquire the complete set of bidding documents until June 21 from the commission’s office in Intramuros, Manila. They need to pay P10,000, which is non-refundable.
“The Comelec, through the realigned appropriation for the 2012 Armm General Registration of Voters, intends to apply the sum of P32,953,922, inclusive of taxes, fees and other charges, in payment for the deployment of all voters registration machines, registration forms and supplies, including reverse logistics and necessary local warehousing, in connection with the conduct of general registration of voters in the Autonomous Region in Muslim Mindanao,” said the BAC.
The machines will be used for the general re-registration in Armm on July 9 to July 18.
The BAC added that the bidding process will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion for the eligibility requirements.
The Comelec said all bidders declared as eligible shall be subjected to evaluation and ranking based on the following criteria: Capability (30 percent); Rate Offered (40 percent); and Track Record (30 percent).
The Pre-Bid Conference has been scheduled on June 8, Friday, at the Comelec Session Hall, 8th Floor, Palacio del Gobernador in Intramuros, Manila.
On the other hand, all bids must be delivered to the BAC Secretariat not later than 10 a.m. of June 21.
Earlier, the Senate and the House of Representatives issued a joint resolution that annuls the book of voters of the municipalities/cities in the Armm, and directed the poll body to immediately conduct a new general registration of voters in the region. (FP/Sunnex)
