Eighth storm enters Philippines

MANILA -- The active low pressure spotted late last week has turned into Tropical Depression Helen, the weather bureau said Sunday afternoon.
No storm warning has been raised as “Helen” packs center winds of up to 55 kilometers per hour, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
The eighth storm to visit the country this year was last seen 750 kilometers east of Casiguran, Aurora, moving at 11 kilometers per hour in a west northwestly direction.
“Helen,” which is not expected to make landfall, is set to enhance the southwest monsoon specifically in Southern Luzon, Visayas and Mindanao.
Last week, monsoon rains triggered massive flooding in Metro Manila and nearby provinces, killing at least 85 people.
