UNA vs LP: Tiangco, Roxas clash over DILG’s role in housing-A A +A

UNITED Nationalist Alliance (UNA) secretary general and Navotas Representative Toby Tiangco on Friday questioned the role of the Department of Interior and Local Government (DILG) to initiate housing projects for informal settlers in Metro Manila.
During the budget presentation of the DILG before the House committee on appropriations, Tiangco said the National Housing Authority (NHA) has the "sole" authority to engage in housing production of the government as provided by Executive Order 90 issued by the late President Corazon Aquino, mother of President Benigno Aquino III.
Aquino and Local Government Secretary Manuel Roxas II are stalwarts of the ruling Liberal Party (LP).
LP and UNA are warring political parties.
Roxas explained that the President has issued Memorandum Order 57 directing the DILG Secretary to "immediately spearhead the transfer of informal settler families living in danger and high-risk areas."
"Hindi po ito agaw eksena. Hindi ito pataasan ng kung ano. Ito po ay utos ng pangulo at ito po ay gagampanan natin," Roxas, the likely candidate of ruling party for the 2016 presidential elections, said.
According to Tiangco, the Budget department has allocated P1.25 billion to DILG for the agency's housing projects. He earlier said that the amount is Roxas' own "pork barrel" or funds he may utilize with his own discretion.
"Maganda po ang programa pero dapat NHA ang dapat magpatayo ng bahay...With all due respect, mas magaling gumawa ng bahay ang NHA kaysa sa DILG," Tiangco said.
The government has previously earmarked P10 billion of government funds for the relocation of 20,000 families located in the danger areas. (Kathrina Alvarez/Sunnex)
