MANILA -- Neophyte lawmaker Anakpawis Representative Fernando Hicap and other land reform advocates were arrested in Hacienda Luisita in Tarlac while attending a fact-finding mission on “lottery land reform” conducted by the Department of Agrarian Reform (DAR).
According to Anakpawis President Rafael Mariano, also former representative of the party-list group, Hicap were charged with malicious mischief, illegal assembly, direct assault and trespassing.
Police personnel also took into custody Danilo Ramos of Anakpawis party-list, Florida Sibayan, acting chairperson of Alyansa ng Magbubukid sa Asyenda Luisita (Ambala), Sister Patricia Fox, Ericson Acosta, Kerima Acosta, Rene Blazan, Kala San Juan, Ronald Matthew Gustillo, Luz Versola and many others.
Mariano said Hicap and his colleagues came from a dialogue with the Philippine Army around 11:45 a.m. at Barangay Balete when members of Tarlac Philippine National Police arrested them.
Land reform advocates from various sectors are in Hacienda Luisita to investigate the fraud, harassment and land grabbing reported by farm worker-beneficiaries that highlighted DAR’s distribution of Lot Allocation Certificates (LAC) in all of Hacienda Luisita’s 10 villages from July 18 to August 21.
“Farmer-beneficiaries and the public will not be deceived. DAR is not implementing land distribution in Luisita as directed by the Supreme Court decision. DAR is conveniently facilitating the reconcentration of lands to the Cojuangco-Aquinos,” Mariano said.
The Hacienda Luisita is owned by the Aquino-Cojuangco clan, where President Benigno Aquino III is a member of. (Kathrina Alvarez/Sunnex)
