PRESIDENT Benigno Aquino III has declared October 28, 2013 as a special non-working holiday throughout the country in light of the Barangay elections, a Palace official said Tuesday.

Deputy presidential spokesperson Abigail Valte said that Aquino signed Proclamation No. 656 on September 25 for the declaration of special non-working holiday.

"It is important to give the people the fullest opportunity to participate in the said elections and exercise their right to vote," the Proclamation said.

Valte said that the Proclamation still covered the supposed Sangguniang Kabataan (SK) elections because it was signed at the time when the President was yet to ink the enrolled bill postponing the SK polls.

"There was no bill on postponement that’s why, it says 'Synchronized Barangay and Sangguniang Kabataan Elections'," she said. (SDR/Sunnex)
