Ex-Maguindanao mayor sentenced to jail for pocketing councilor’s salary-A A +A

A FORMER mayor in Kabuntalan, Maguindanao who remains at large was convicted by the Sandiganbayan for pocketing the salary of a municipal councilor in April 2000.
In a 22-page decision, the anti-graft court’s Second Division found Salipongan Dagloc guilty of two counts of graft and one count of malversation of public funds.
His penalties include imprisonment of six to ten years for each count of graft, ten to 16 years for malversation and disqualification from holding public office.
Former acting municipal treasurer Usman Zailon was also found guilty of malversation after he was tasked by Dagloc to transfer Bhernie Bagundang’s salary worth P14,229 to the mayor’s name.
Dagloc and Zailon were ordered to return Bagundang’s salary with legal interest at 12 percent, reckoned from April 2000.
Neither Dagloc nor Zailon presented evidence to dispute the charges, the decision stated.
“[I]nstead, both of them jumped bail, so to speak, refused to appear in court, and have since remained at large with standing warrants of arrest against them. This, the court holds, constitutes flight which is an indication of guilt,” the Sandiganbayan said. (Sunnex)
