Comelec warns barangay candidates in Bohol over relief distribution-A A +A

MANILA – The Commission on Elections (Comelec) on Thursday warned all the local barangay aspirants and their relatives in the quake-hit province of Bohol to face possible disqualification if they insist to distribute the relief goods to the affected residents.
Comelec chairperson Sixto Brillantes said that based on the poll body’s latest resolution, any barangay official who has filed or intends to file their certificate of candidacy (COC) in the said province that will distribute relief goods to affected families and residents will be charged with “vote buying” offense under Section 261 (a) of the Omnibus Election Code.
Brillantes added that even the spouse or any member of the candidates’ family within the second civil degree of affinity or consanguinity are also barred from distributing relief goods earthquake affected residents.
“Kapag namimigay ka ng [relief] goods, namimili ka ng boto," Brillantes said.
The filing of COCs in Bohol is extended up to October 29. Brillantes also insisted that those distributing relief goods who intend to file candidacy will not be honored by the poll body since their act is considered form of premature campaigning.
“That’s already premature campaigning, we will not accept their candidacy papers," the Comelec chair said.
The Comelec en banc has rescheduled the elections in Bohol on November 25 while the one-week official campaign period will be from November 15 to 23.
Meanwhile, the deadline of filing of the Sworn Statements of Election Contributions and Expenditures (SECE) will be on December 26.
Also, the poll body has for formally designated the Philippine Red Cross (PRC) to administer the release and distribution of relief goods through the National Disaster Risk Reduction and Management Council (NDRRMC) and subject to the supervision of the Commission on Audit (COA).
