Comelec: Barangay polls 'okay'-A A +A

MANILA -- Three hours since the voting for barangay officials opened at 7 a.m., chairperson Sixto Brillantes Jr. of the Commission on Elections (Comelec) said the general assessment on the local polls is "okay."
"So far, one general assessment, kakaunti ang incidents so on the overall, at this point in time, mukhang okay na okay ang nangyayari, walang masyadong problema," Brillantes told reporters in an ambush interview after visiting the command center at the Comelec main office in Intramuros, Manila.
Before proceeding to Comelec, Brillantes cast his vote at Phase 1, BF Homes in Paranaque City.
Based on reports to the command center, Brillantes said there were two reports of ballot snatching -- one in Catubig, Northern Samar where the ballot box was forcibly snatched from the board of election teller (BETs) at 12 midnight, and Tabuan-Lasa in Basilan where election paraphernalia in one clustered precincts with 347 registered voters have been snatched.
In cases of ballot snatching, Brillantes said the BETs are authorized to make improvised ballots.
"In Northern Samar, they will start at 12 p.m. They are already improvising ballots according to their regional director. In Basilan, we're still waiting if they can do improvised ballots...Kukuha ng maraming papel, lalagyan ng walong linya tapos pwede na nila gamitin," the poll body chairman explained.
In Basilan meanwhile, Brillantes said they will declare a failure of elections if the result from one precinct will not affect the outcome in the elections of barangay officials.
"Pwede na i-proclaim kung malaki ang lamang. Pwede rin namang hindi na ituloy kasi it will not adversely affect the results. Hindi na kailangang mag-special elections. Ibibigay na lang namin ang boto sa talo kasi talo din naman siya after," he added.
Meanwhile, Brillantes also said that barangay elections in Calayan, Cagayan and Vinzons, Camarines Norte -- both in Luzon -- are delayed as election paraphernalia have not reached the precincts.
"Therefore, binabantayan yung weather kung makayanan. Ang contingency plan namin, pwede naman ituloy 'yan hanggang bukas eh. Kung hindi man matuloy ngayon, pwede ituloy bukas ang eleksyon basta maitawid," he explained.
In Calayan, the voting is expected to start at 12 noon.
Voting hours for precincts which opened at noon will be until 8 p.m.
"Antayin nila matapos ang number of voters. Ang voting natin is eight hours straight so if you want to follow that, start ka ng noon eight hours din ang botohan," Brillantes said. (Sunnex)
