Cayetano calls for impartial probe into Dasmarinas incident-A A +A

AMID the controversy involving Makati City Mayor Jejomar Erwin "Junjun" Binay, Senate Majority Leader Alan Peter Cayetano said no public official should overstep their position for their convenience.
"If there is really no abuse of authority, an impartial investigation would clear him of the charges and the issue can be set aside," Cayetano said in a press conference Friday.
The senator said Binay's camp cannot blame media for coming out with reports on the alleged arrest of some Dasmarinas Village guards after they prevented the mayor's four-car convoy to exit a restricted gate.
"Only through an impartial investigation that we can clear the issue." he said. He stressed that the issue was about the abuse committed.
"Ito ba ang preview natin kung sila na ang magiging susunod na Presidente ng bansa?" he said, as Vice President Jejomar Binay, the mayor's father, is seeking the presidency in 2016.
Cayetano said the incident involving the mayor and the Dasmarinas security men should serve as a challenge to the Vice President and Interior and Local Government Chief Secretary Manuel Roxas II.
He also challenged the Department of Interior and Local Government (DILG) to do its share by making a firm decision of disciplining the chief of police of Makati for being a part of this controversy.
"Malaking challenge ito kay Secretary Roxas. Dapat tanggalin niya ang Chief of Police ng Makati dahil sa ganitong pangyayari. Nakakalungkot ang insidente na ito dahil makikita naman na professional lang naman yung mga security guard na ginagawa lamang ang tawag ng kanilang tungkulin. Hindi sila dapat inimbita at inilagay sa police station na umabot sa apat na oras," Cayetano said.
He also explained that being the mayor, Binay should take a leave of absence for at least two weeks to give way to a proper investigation.
"Dapat mag leave muna si Mayor Binay para walang kulay ang magiging imbestigasyon ng gobyerno dito. Maliwanag na abuso ito sa kapangyarihan," said Cayetano.
According to report, the three security guards of Dasmarinas Village in Makati barred the four-vehicle convoy of Makati Mayor Binay from passing through the restricted gate a Banyan Road.
The younger Binay reportedly came from the house of his older sister, Senator Nancy Binay, in the village when their convoy was prevented by the guards to exit through the Banyan Road gate on McKinley Road.
The guards of Right Eight Security Inc. did not raise the iron barrier because vehicles were not allowed to pass through the gate after 10 p.m.
The stand-off at the gate of Banyan and Mckinley roads was recorded by the closed-circuit television cameras of North Forbes Park and Dasmarinas Village.
Cayetano said he cannot blame the owner of the security agency for defending the Makati mayor.
"Wala naman choice ang mga security guard kundi makipag-ayos. Pero walang excuse sino man para maglabas ng baril at ikasa mo ito," he said.
The CCTV video showed one of the security aide of Binay loading a firearm and cocked it, while another aide of the mayor carried a rifle.
"Walang excuse ito. Hindi ba naging panuntunan na pag tinutok mo ang baril ay handa kang iputok ito. Courtesy lamang po at dapat hindi by the barrel of the gun. Paano kung mga mayor ito sa mga probinsiya, sigurado na paiimbestigahan natin. Mali po ito. at ito ay maliwanag na abuse of power," Cayetano said
He also refused to rectify the statement of the Binay camp that the said incident happened some weeks ago and everything has been settled already.
"Time to move on doesn't sound right, paano kung sa kanilang pamilya nangyari ang ginawa nilang pang aabuso. President (Benigno) Aquino himself is against any form of abuse. Pikon si Pangulo Aquino sa mga abuso. Wang wang mentality yan," he added.
Cayetano said he agreed that in the spirit of Christmas reconciliation must prevail instead of kindling hate but he also reminded the Binay that no one can be above the law and this should apply to everyone regardless of one status in life.
"Kahit guwardiya po o sino pa man, pag professional siyang ginagampanan lamang ang kanyang trabaho, dapat natin itong irespeto kahit sino pa man tayo," the senator said.
Cayetano said this is also related to the anti-dynasty sentiment in the country wherein family members of influential family thrown their weight because of their political connection.
"This is the reason why we as a family also remind each other that if anyone gets into trouble by throwing his weight around, we will not use our connection to defend them. But we can give them our moral support as a family member," he added. "They are just doing what they are being asked to do specially security guards. We should not tolerate any abuse of authority," Cayetano said.
In response to Cayetano, Senator Binay expressed sadness over the statement of her colleague in the Senate.
"Nalulungkot ako sa sinabi ni Senator Alan Peter Cayetano. As a colleague, he could have talked to me first so he would know the truth," she said in a statement.
She said the incident happened three weeks ago and all parties involved have already moved on.
"Sa amin, tapos na yan, pero mukhang may mga gustong buhayin ang isyu," she said. (Camille P. Balagtas/Sunnex)
