Aquino reorganizes NBI directorial staff-A A +A

PRESIDENT Benigno Aquino III has appointed four people to complete the directorial staff of the National Bureau of Investigation (NBI).
Two of the four appointees will replace Deputy Director for Intelligence Services Reynaldo Esmeralda and Deputy Director for Special Investigation Services Ruel Lasala.
They are lawyers Ricardo Pangan Jr. and Antonio Pagatpat, who will serve as Deputy Directors for Investigation Service and Financial Services, respectively.
Pangan, 64, is the current regional director of NBI-Ilocos. He is a recipient of various awards such as Top Agent in 1997, Public Service Award from the Baguio City Filipino Chinese Community in 2001, Regional Office Achiever for the years 2005, 2006 and 2009 and Gantimpala Agad Award under the Mamamayan Muna Program of the Civil Service Commission (CSC).
He received his law degree from the Baguio Colleges Foundation in 1976 and passed the Bar examinations the following year.
Pagatpat, 50, is presently the regional director of NBI-Central Visayas based in Cebu City. Two years after finishing his law degree in 1988, Pagatpat entered the NBI as Investigation Agent I. He also served as regional director in Bicol and Eastern Visayas.
Edward Villarta, meanwhile, was named Deputy Director for Forensic Investigation Service following the retirement of Deputy Director for Technical Services Rickson Chiong in November last year.
Villarta has been in government service for 34 years, 12 of which were spent as NBI regional director. He handled several high-profile cases such as the arrest of a Kenyan Asha Atieno for transporting three kilos of shabu and investigation of the gruesome Maguindanao massacre in November 2009.
As regional director, he was given an Outstanding Case Award for the investigation of the death of Trinidad Arteche-Etong, wife of television broadcaster Ted Failon. Etong committed suicide in 2009.
Lastly, Jose Doloiras will take the spot left by then Deputy Director for Regional Operations Services Virgilio Mendez, who was promoted to NBI Director last January. He will carry the position of Deputy Director for Intelligence Service.
Doloiras, a certified public accountant (CPA), is the current assistant regional director of NBI-Central Visayas.
Deputy Director for Comptroller Services Rafael Ragos will now head the regional operation service while Edmundo Aragay will remain as Deputy Director for Administrative Services.
"We hope that these positive changes that would emanate from the bureau's top rank will trickle down and bear concrete accomplishments among the rest of the bureau," said Justice Secretary Leila de Lima, who supervises the NBI. (Sunnex)
