Palace reveals list of 116 projects funded under DAP

MALACANANG disclosed Monday night the list of 116 projects and programs funded under the Disbursement Acceleration Program (DAP), which certain parts were declared recently as unconstitutional by the Supreme Court.

According to the list released by the Office of the Presidential Spokesperson, the proposed funding for projects under DAP amounted to P167.061 billion, but allotment releases reached to only P144.378 billion or a balance of P13.612 billion.

Budget and Technical Service Assistant Director Amanella Arevalo prepared the list and it was noted by Budget Secretary Florencio Abad.

The Office of the President made six approvals of proposed projects funded under DAP. The approvals were made on December 12, 2011, December 21, 2011, June 27, 2012, September 5, 2012, December 21, 2012, and June 14, 2013.

The list did not specify who among the lawmakers received fund under DAP and the specific projects where they earmarked their budget.

DAP Projects

It only stated two "other various local projects" with proposed funding of P6.5 billion, and P2.79 billion, respectively, and "other various infrastructure projects" worth P8.295 billion.

The DAP became controversial after Senator Jinggoy Estrada, alleged plunderer, revealed that he received P50 million from Malacanang during the height of impeachment trial of ousted Supreme Court Chief Justice Renato Corona in 2011.

Following Estrada's disclosure, Abad revealed that some senators and congressmen, whether allies or not, received allocation from Malacanang under DAP.

The constitutionality of DAP was challenged before the SC, which recently ruled on its unconstitutionality. (SDR/Sunnex)
