Palace denies involvement on proposals to abolish judiciary’s ‘pork’

MALACANANG denied on Thursday having a hand on the move of some lawmakers to propose bills abolishing the judiciary's own "pork barrel."

"Wala po akong nalalaman na partisipasyon ang ehekutibo diyan sa bagay na 'yan," Presidential Communications Operations Office Secretary Herminio Coloma Jr. said in a press briefing.

Some members of the House of Representatives have filed separate bills seeking to abolish the P1.7 billion annual Judiciary Development Fund (JDF), which allegedly was a form of pork barrel in the judiciary.

The move came after the Supreme Court declared as unconstitutional the lawmakers' Priority Development Assistance Fund (PDAF) and President Benigno Aquino III's Disbursement Acceleration Program (DAP).

Coloma said that it is within the power of the legislative branch where the fund should be allocated.

"Maunawaan lang natin, lahat kasi ng paggamit ng pondo ay kinakailangang nakapaloob sa national budget. At ang power of the purse under our tripartite system of government belongs to the legislature. Kaya lahat ng mga patungkol sa paglikha at paggamit ng pondo ng bayan talagang nasa tungkulin at kapangayarihan nila na pagpasyahan ‘yan," he explained.

Aquino slammed the Supreme Court on its decision declaring parts of DAP as unconstitutional as he cited the benefits that the public were able to gain by allocating funds under this mechanism.

Coloma said that a motion for reconsideration on the high court's decision could be filed on Friday.

He clarified that the executive branch has no intention of getting even with the SC.

"Kaya nga po humihiling ng rekonsiderasyon ang ating pamahalaan ay sapagkat isinasaalang-alang ‘yung kapakanan ni Juan de la Cruz, na ang desisyon na katulad ng iginawad dito sa isyu ng Disbursement Acceleration Program ay maaaring makabalam o makapigil sa kapasidad ng executive branch to execute and implement projects. ‘Yon ‘yung foremost consideration at wala namang agenda o layunin na gumanti o [rumesbak]. Wala ‘yan sa bokabularyo ng ating administrasyon," Coloma stressed. (SDR/Sunnex)
