Senators blast LTFRB ‘No Apprehension Policy’ on colorums

SENATOR JV Ejercito blasted on Thursday the Land Transportation, Franchising and Regulatory Board's (LTFRB) "no apprehension policy" as foolish, saying all colorum trucks and buses have no right to be on the road.

He said LTFRB's Memorandum Circulars 2014-009 and 2014-010, which permitted illegal trucks and provincial buses with pending applications with the agency to travel around major routes; and suspended the operations against out-of-line buses, were flimsy attempts to favor the interests of bus and trucking companies.

"No one in his right mind should allow colorum vehicles to ply major thoroughfares such as EDSA, C5 and Katipunan. LTFRB should be held liable for these new policies that exacerbated recent Metro Manila traffic, and for draining the patience of motorists and the economy as well," Ejercito said as former chairperson of House committee on Metro Manila Development, adding that the government's annual loss due to traffic has reached P153-billion.

He urged the LTFRB to focus on its regulatory functions and away from the interests of businesses.

Senator Francis Escudero, for his part, urged local government officials to file a case against LTFRB Chief Winston Ginez for issuing permit to illegal bus and trucks permit to travel along Epifanio de los Santos Avenue (Edsa).

In a press conference, Escudero said this move of the LTFRB is suspicious considering that the said operators are plying the Edsa main highway without proper documents.

Escudero said the LTFRB Chief must do a lot of explaining why he came up with such kind of a decision considering that these buses and trucks are colorum.

"Masyadong malaking perwisyo sa taong bayan kung makakadisgrasya ang mga ito dahil wala naman silang kaukulan na papeles at paano mo sila hahabulin kung hindi nga sila binigyan ng tamang mga dokumento," Escudero said.

The senator added that the standard rules and regulations were very clear and should be implemented accordingly.

"Nakakapagtaka kung bakit napakalakas ng loob ng ating LTFRB chief na magbigay ng ganuon klase order samantalang walang permiso ang mga ito na mag operate at ito ay hindi ayon sa itinatadhana ng batas," the senator said. (Camille P. Balagtas/Sunnex)
