Raps filed vs alleged rice smuggling king

THE National Bureau of Investigation (NBI) filed Thursday criminal charges against businessman Davidson Bangayan aka David Tan and other individuals due to their alleged rice smuggling activities.

Bangayan was charged before the Department of Justice (DOJ) with bid-fixing under Republic Act 9184 or the Government Procurement Reform Act, monopoly in restraint of trade under the Revised Penal Code and use of fictitious name under Commonwealth Act 142.

Rice brokers David and Judilyne Lim, Elizabeth Faustino, Eleanor Rodriguez and Leah Echeveria are also facing complaints for bid-fixing and monopoly in restraint of trade.

Single proprietors included in the complaints were Eugene Pioquinto, Jason Colocado (Pure Country Trading), Michael Villanueva (Jaded Ranch Grains and Cereals Trading), Denis Gonzales (St. Dominique Rice and Food Enterprises), Willy Sy (Montevalo Enterprises), Sandra Lim (Lexant International Trading), Gil Calipayan (King Casey Trading) and Iñigo Espiritu (Nemic Fusion Rice and Grains Enterprises).

National Food Authority (NFA) officials, past and present, are not off the hook as well.

Graft charges will be filed with the Office of the Ombudsman against former NFA Administrator Angelito Banayo, Special Bids and Awards Committee Chairman Jose Cordero and committee members Celia Tan, lawyer Gilbert Lauengco, Carlito Go and lawyer Judy Carol Dansal for awarding rice import allocations to Bangayan's dummy farmer cooperatives despite their inability to pay or afford service fees.

The NBI said the NFA officials also allegedly gave "unwarranted advantage or preference" to select farmer cooperatives in the bidding.

A preliminary investigation will be conducted by the DOJ to determine if cases will be filed in court. (Sunnex)
