'Computers' make 15-min biz permit processing doable

THE Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (Oro Chamber) said the 15-minute processing of business permits is "doable".

This, as Oro Chamber said, if local government units (LGUs) including Cagayan de Oro, consider full computerization of their facilities.

Lordilie S. Enjambre, Oro Chamber executive director, said the 15-minute business permit processing, which President Benigno Aquino III committed in his first State of the Nation Address (Sona), was laudable, and should be prioritized by LGUs.

"It's a good move from President Aquino actually. He's on the right track and got good plans," Enjambre said.

She said Cagayan de Oro should consider allocating funds for the purchase of computers, saying the local government can very well afford the equipment.

"We should do away now from applying the manual operation with regards to issuing the business permits. We should apply modern technology. The problem is, in the city government alone, they're not fully applying computerization," she said.

In Bukidnon, some member-companies of the chamber made comparisons on the processing of business permits with other areas in Northern Mindanao and Enjambre said "they found out it was not that too long to be released."

"If you filed your business permit applications/renewals today, you can pick it up the following day," she said.

In Iligan City, she said member-companies noted that the processing is done in about 20 minutes.

In his Sona, President Aquino said: "The never-ending horror story of registering business names, which used to take a minimum of four to eight hours depending on the day, will be cut down drastically to fifteen minutes."

He added: "I call on our local government units to review its own procedures. While we look for more ways to streamline our processes to make business start-ups easier, I hope the LGUs can also find ways to implement reforms that will be consistent with the ones we have already started."
