Former Sun.Star editor in military ‘order of battle’


A FORMER editor-in-chief of Sun.Star Cagayan de Oro is reportedly labeled as “targeted” in a confidential military document.

Carlos H. Conde, a journalist who writes for the New York Times and the International Herald Tribune among others, has been included in the Armed Forces of the Philippines' "order of battle."

Conde learned of his peculiar inclusion to the list after Bayan Muna Rep. Satur Ocampo presented a PowerPoint presentation of the list of persons and organizations in the "order of battle" at San Pedro College in Davao City last Monday.

Ocampo said he got the list from a "conscientious soldier."

The list is culled from a document entitled: "JCICC Agila 3rd QTR 2007 OB Validation Result," and while the list includes several public figures of Davao City, Conde is the only journalist in the list.

In a phone interview with Sun.Star Cagayan de Oro, Tuesday night, Conde said that although the list is outdated he would still consider the validity of the threat.

"Bisan pag 2007 pa ang report, usa ka peasant leader sa Davao city si Celso Pojas (who is also in the list) was assassinated just last year (2008). This means the list is still very active," Conde said.

"Although, personally I'm not affected by it pero dili malikayan nga mabalaka pud ang atong mga relatives ini nga balita," he added.

In his press statement posted on his Facebook account dated May 19, 2009, his "order of battle" is included in a document titled "JCICC Agila 3rd QTR 2007 OB Validation Result," where he implicated the intelligence staff of the armed forces' 10th Infantry Division based in Southern Mindanao.

"In this 'order of battle,' more than a hundred individuals -- mostly leaders and members of progressive and leftist groups like Bayan, Bayan Muna, among others -- are listed and classified as 'organized,' 'dominated,' or 'targeted.' As far as I can tell, I am the only journalist on the list, which classifies me as 'targeted,' whatever that means," part of his press statement reads.

Conde is currently based in Manila. He is a member and former secretary general of the National Union of Journalists in the Philippines (NUJP) -- an organization also included in the list of organizations as "enemies of the state."

"Needless to say, this 'order of battle' has caused anxiety and fear in my family because, as we all know, an 'order of battle' in the Philippines is a veritable hit list," Conde's statement reads.

But even with the current threat, Conde said he would still continue what he does best -- being a journalist.

"Bisan pagmagsaba ako bahin sa mga isyus ilabi na ang extrajudicial killings dini sa Pilipinas, ensakto ba nga ibutang ako niaana nga lista," Conde rhetorically asked.

"At least kun adunay mahitabo sa ako, kabalo na ang mga tao ilabi na akong pamilya kun kinsay pangitaan," he added. (Cong B. Corrales/with reports from MindaNews)
