No guidelines for 2013 elections yet

BARELY a year before the 2013 national elections, the Commission on Elections (Comelec) said there is no set of guidelines yet but confirmed that the filing of candidacy is set on October 1 to 5 this year for all elective posts.

“We are still waiting for the guidelines from the Comelec central office on what to do for the next elections, like when they will start the information drive for the public,” said lawyer Aleli Dayo-Ramirez, Cagayan de Oro City Election officer.

She said voter’s registrations are still ongoing at the Comelec office until October 31.


There are 250,000 or more registered voters in the city, said the Comelec.

Under Comelec Resolution 9385, the 90-day campaign period for senators and party-list groups would start on February 12, 2013 while the 45-day campaign period for local candidates will begin on March 29, 2013.

The national election is slated on May 13, 2013.

Meanwhile, Comelec will hold a special barangay and Sangguniang Kabataan (SK) elections in three villages of Lanao del Sur on May 12.

Lawyer Nasib Yasin, provincial election supervisor, said the special elections will be conducted in Barangays Bialaan and Patong in the municipality of Bayang, and in Barangay Tulay in Madamba town.

Yasin said the manual voting will start at 7 a.m. and ends at 3 p.m.

He said positions to be voted for are barangay chairman, seven kagawads, SK chairman and seven SK kagawads.

Earlier, Comelec issued Resolution 9405 setting forth the rules and regulations governing the conduct of the special barangay and SK polls in the three barangays of the province as well as in Barangay Lipat-on in Calatrava, Negros Occidental.

The resolution provides that official candidates for the positions during the October 25, 2010 barangay and SK elections are the candidates to be voted for on the May 12 special elections.

It also provides that all qualified and duly registered voters in the said barangays as of October 25, 2010 polls are entitled to vote in the special elections. (With reports from Apipa Bagumbaran/PIA)
