Teachers, DepEd urge to be ‘patient’ for PBB

PUBLIC school teachers and some employees of the Department of Education (DepEd) in Northern Mindanao region have been advised to be more patient before their performance-based bonus (PBB) could be released as promised by President Benigno Aquino, a DepEd official said.

DepEd regional information officer Medarda Galarrita said they have not yet received any notice from the head office regarding any releases of PBB despite its announcement last week.

According to the DepEd official website, the agency has already submitted on July 12 the first batch of validated reports required by the Department of Budget and Management (DBM) for the release of the PBB.

It also said that the second batch of PBB recipients will automatically follow once the evaluation reports will be completed.

Once DBM approves the funds for release, the promised bonus will automatically be distributed to the DepEd regional offices.

The first batch of 409,725 beneficiaries would come from 29,284 schools in 145 divisions.

"Bonuses range from P5,000 (satisfactory) to P35,000 (exceptional)," it said.

Galarrita said they have already submitted some of the performance evaluation report from different schools in the region, hoping it will be included in the first batch.

Galarrita did not specify the exact number of recipient-teachers in the region as DepEd-10’s planning division is yet to identify the teachers who have reached such performance.

The DepEd’s city schools division, however, will not be included in the first batch as they are in the process of getting data from all schools in the city, according to Cathy Nunag of the accounting section.

“There are some schools who have not yet submitted their performance evaluation report that we are fast tracking now so we can make it on the second batch,” Nunag said.

Bonus based on performance

Nunag said, once the PBB will be released, it would be their first to experience such bonus.

Nunag said the purpose of PBB is to evaluate all DepEd bureaus or delivery units and employees who have worked diligently and have performed well according to their contribution to the achievement of the department’s overall performance targets, which in turn, will determine the amount of PBB to be received.

Nunag explained that the DepEd national office emphasized that those who qualify from the central, regional, and division offices and attached agencies, “shall be further evaluated based on the said guidelines and on their individual performance.”

She added that for teaching and non-teaching personnel of schools, there will be no individual ranking at the school level, thus, the performance category of the school “shall determine the level of PBB that each employee will receive.”

The P35,000 bonus – the highest incentive level of PBB – will be given to DepEd employees who are recipients of awards such as the literacy awards and national awards from the Civil Service Commission and Metrobank Foundation last year.

However, DepEd said that employees who received a “below satisfactory” rating or who are guilty of administrative and/or criminal charges “shall automatically be disqualified from receiving the PBB.”

Nunag said that the national office emphasized that the PBB will act as an incentive in addition to the across-the-board bonus of the PEI and will not replace any formerly-given incentive.

She said that with the new PBB scheme, the teachers would surely aim to promote excellence and accountability among government employees and would surely provide their best in doing public service.
