A MAN suspected to be a bomb maker who may be suffering from a mental disorder was charged before the City Prosecutor’s Office in Cagayan de Oro Thursday.
Divisoria Police Station Chief Henry Cay-as said Norbel Del Puerto, a native of barangay Lingating in Baungon town, Bukidnon, is now facing charges for violation of Republic Act No. 9156 particularly on possession of chemical compound as ingredient in making bombs.
Del Puerto, 27, was nabbed for possessing ammonium nitrate, two non-electric blasting caps, chisel and assorted stones, all variant compound for making bombs, on Monday night inside a KTV bar somewhere in Divisoria area.
Cay-as said Del Puerto’s arrest was incidental since the police was only responding to a complaint from the KTV bar management that the suspect failed to pay his P260 bill.
The KTV bar management is yet to file charges against Del Puerto for estafa.
Cay-as said the suspect was having fun inside the bar alone. When the operatives went inside the bar, they noticed a protruding object inside Del Puerto’s backpack. Upon inspection, they found the items.
He said the ammonium nitrate, which is now at the Philippine National Police crime laboratory for examination, is a major component in making bombs.
Del Puerto told police that the materials came from Davao City purchased by the suspect’s unnamed uncle for mining use, Cay-as said.
“Imbis nga P260 lang ang iyang problema, midaku na hinuon,” Cay-as said.
Cay-as explained that Del Puerto should have presented a permit from the Mines and Geosciences Bureau of the Department of Environment and Natural Resources authorizing him to bring or possess said chemical compound.
Cay-as said Del Puerto was sensible when arrested, but he showed signs of mental illness inside the detention cell.
Del Puerto, in an interview with reporters at the Maharlika Detention Center inside the Cagayan de Oro City Police Office (Cocpo) compound Thursday morning, said he wanted to blow Cagayan de Oro up, and eventually the whole country.
“Akong pabuthon ang Cagayan de Oro, ang Pilipinas. Gamiton nako atomic bomb aron mahilis ang tanan,” he said.
When asked by reporters if he was the one responsible for the July 26 bombing at the Lim Ket Kai Center, he said: “Siyempre naman, sir, dili ako. Pero akong angkunon aron walay samok.”
He even repeated it: “Aron wala nay samok, akong angkunon ako adto.”
“Bisan unsa lang akong trabaho, internationational terrorist in the world. Akong tuyo pabungkagon ang Cagayan de Oro, ang Pilipinas,” Del Puerto added, eliciting laughter from other inmates.
Cay-as said authorities are still checking the background of Del Puerto. But initial investigation showed the suspect suffered from mental disorder during his childhood.
Fernando Del Puerto, the suspect’s father, also told reporters that his son was rehabilitated at a mental institution in Maramag, Bukidnon, when he was 14. But they were forced to pull him out due to financial distress.
The older Del Puerto said he has no idea if his son has been using illegal drugs or is involved in any terror organization.
